The Engineering Department is dedicated to providing the technical and leadership assistance necessary for the continual improvement and enhancement of the infrastructure of the City of Michigan City.

Responsibilities
  • Provide technical assistance to the Board of Public Works & Safety.
  • Coordinate proposed public works projects of the various departments of the City.
  • Review construction drawings of proposed public works projects.
  • Prepare bidding documents and specifications for the street and alley paving, and sidewalk replacement programs.
  • General administration of the street and alley paving program.
  • Process street and alley cut permits.
  • Respond to questions pertaining to the infrastructure of the City.

The City Engineer serves on the following Boards and Commissions:

2006 Accomplishments

Paving Program
  • Provided general oversight on the design of:
               Phase 2B of the Washington St.
               Sewer Separation project
               Phase 2C of the Washington St.
               Sewer Separation project.
               Reconstruction of Kieffer Road/
               CR 400 North project.
               Reconstruction of Coolspring Ave. project.
  • Provided general oversight on the design and construction of:
               Phase 2A of the Washington St. Sewer Separation project.
               Reconstruction of Willard Avenue
               Reconstruction of Walker Avenue
  • Provided general oversight on the completion of Lake Shore Drive
  • Assisted Planning Department in securing proposals for replacement of deteriorated sidewalks. 2,870 lineal feet of sidewalks were replaced. 10 handicap ramps were constructed and numerous sections of sunken sidewalks were raised by “mud jacking” the sections.
  • Issued Project Manuals for receiving competitive bids on street and alley paving and pavement marking.
  • Issued 31 permits for street cuts or directional bores and 19 permits for placement of dumpsters on public rights-of-way.
  • Provided fulltime construction observation and quantity calculations on:
  •   Street Paving:
    58,1532 square yards of asphalt streets were milled to a depth of 1 ½” to 3”. 5.63 lane miles were repaved or overlaid with 8,082.00 tons of hot mixed asphalt surface course.
    Alley Paving:
    3.05 miles of miles of alleys were graded and paved with 2,875.36 tons of hot mixed asphalt surface course
    Pavement Markings:
    Markings consisted of 24,253 lineal feet of center and edge lines, 472 lineal feet of stop bars and 23 message markings consisting of straight and turn arrows, School, Only and RxR.
    Miscellaneous:
    In addition to the street and alley paving program, miscellaneous projects consisted of drainage improvements, surface repairs and intersection radius improvements.
  • Provided full time construction observation and quantity calculations to the Cemetery Board for overlaying 5.17 miles of drives in Greenwood Cemetery with 3,041.45 tons of hot mixed asphalt surface course.
  •  2007 Goals

    • Establish procedures to receive Design/Build proposals from Contractors on Salt Storage facilities. Review the complete listing of INDOT’s Inventory of Michigan City Streets to ascertain if there are     dedicated streets that have not been reported and therefore LR&S mileage credit has not been given.
    • During the first quarter, issue project manuals and receive competitive unit price bids for the 2007 paving and pavement marking program. 
    • During the first quarter, conduct field observations of city streets.  Develop a preliminary list of streets in need of repair based upon the PASAR system and review list with the Mayor. Prioritize as to necessity and available funding.
    • Develop a preliminary list of alleys to be paved based upon requests from residents and field observations.  Review map showing location of paved alleys to observe “missing links” and field check to ascertain if they should be added to list.
    • Develop list of streets in need of pavement markings. Place pavement markings if possible, prior to September.
    • Coordinate with Street Department a list of streets to be paved and a list of streets in need of crack sealing.  Provide general oversight of operation.
    • Attend design phase coordination meetings with the Sanitary District, Water Department and Consulting Engineering firms on the MCSD and MCWW projects funded by the Board of Public Works & Safety.
    • Provide general oversight of various Board of Public Works & Safety projects.
    • Upon request, provide technical assistance to Mayor, various City Boards, Commissions and Departments.
