Community Development Block Grant (CDBG) | Neighborhood Stabilization Program (NSP)

Community Development Block Grant (CDBG) is a federally funded grant program that provides communities with resources to address a wide range of needs for low-moderate income persons.

Regulations governing the CDBG program require that all CDBG activities meet one of the following three broad national objectives:

  • Benefit people with low and moderate incomes
  • Aid in the prevention or elimination of slums and blight
  • Meet an urgent need (such as earthquake, flood, or hurricane relief)

Owner Occupied Rehabilitation Program
The Owner Occupied Rehabilitation Program is a program for homeowners residing within Michigan City limits. Income eligible homeowners may apply for a rehabilitation loan to complete work on their homes. The program is administered by Housing Opportunities for the City of Michigan City.

Funds per home are available up to $20,000. Eligible uses of funds include:

  • Improving energy efficiency
  • Bringing a house in-line with building codes
  • Ensuring home safety

Neighborhood Improvement Program
The Neighborhood Improvement Program (NIP) provides financial assistance for homeowners located in the Westside Neighborhood to rehabilitate and renovate their homes. With a cap of $10,000 per household, NIP is well suited for home repairs such as; roofs, windows, furnaces, wheelchair ramps, and handicap accessibility issues.  Homeowners must meet income requirements. Annual income for a family of four cannot exceed $46,700.
