Neighborhood Stabilization Program (NSP)

The Neighborhood Stabilization Program (NSP) was authorized on July 30, 2008 as Title III of Division B of the Housing and Economic Recovery Act of 2008 (HERA) as amended by the American Recovery and Reinvestment Act (ARRA). Indiana Housing and Community Development Agency (IHCDA) administers the federally funded NSP through local governments and non-profit organizations on behalf of the U.S. Department of Housing and Urban Development (HUD).

$2.8 million Neighborhood Stabilization Funds was awarded to the City of Michigan City from IHCDA for the Westside neighborhood. The City’s NSP funds have been used for the following activities:

  • Demolition of twenty blighted structures
  • Redevelopment, rehabilitation, and new construction of sixteen single-family homes for income-eligible households earning no more than 120% of the Area Median Income

NSP Homebuyer Information

All NSP properties include the following features:

  • Energy Star Certified
  • Asbestos and Lead-Based Paint Free
